吴江是江苏省的“南大门”,东邻上海,西濒太湖,南连浙江,北依苏州主城区,区域面积 1176 平方公里常住人口 156.7 万,户籍人口 90.8 万,下辖 7个镇4 个街道。拥有 1个国家级开发区、2 个省级高新区.1个省级旅游度假区。2022 年,全区实现地区生产总值 2332 亿元,同比增长 2.3%; 完成一般公共预算收入226亿元城乡居民人均可支配收入67879元,同比增长 4.0%。在赛迪百强区、赛迪投资竞争力百强区和中国中小城市高质量发展指数榜单中均稳居全国第一方阵。底蕴深厚彰显水乡魅力。吴江于公元 909 年建县,1992 年撤县设市,2012 年撤市设区,是享誉全国的“鱼米之乡”“丝绸之府”。全境拥有省级以上保护湖泊330个京杭大运河纵贯南北太浦河横穿东西,坐拥太湖岸线 48 公里,水域面积占比 24.4%,自然湿地保护率达 71.1%,是典型的江南水乡和吴文化发祥地之一。拥有同里、黎里、震泽 3 个中国历史文化名镇,同里退思园、大运河吴江段和吴江运河古纤道等列入《世界文化遗产名录》。涌现了柳亚子、费孝通、程开甲等一大批社会英才。跨域一体蕴含无限潜力。2019 年 11 月,吴江全域纳入长三角生态绿色一体化发展示范区,环太湖科创圈、吴淞江科创带建设机遇在这里交汇叠加。吴江、青浦、嘉善三地围绕一体化制度创新,探索形成批具有突破性、首创性的制度创新成果,“跨界联合河长制”“工业生态“数字管理’赋能经济高质量发展”等案例入选中国改革年度地方案例。先行启动区、水乡客厅、苏州南站高铁新城建设提速,沪苏湖、通苏嘉甬高铁、沪苏嘉城际铁路加快推进,元荡路省际“断头路”实现贯通,在基础设施、民生事业、社会治理等方面加速共建共享,共同探索实现“无边界的一体化发展。
产业多元汇聚强劲动力。实体经济持续做大做强,加快向产业创新集群跃升,拥有电子信息、高端纺织、装备制造、新材料四个千亿级产业,数字经济、创新经济、总部经济、服务经济、湖区经济成为新的增长点。民营经济是全省“领头羊”,恒力、盛虹跻身世界 500 强,分别列第 123位,222 位,6 家企业入围中国民企 500 强。全力打造国家级工业互联网创新示范基地、国家“东数西算”工程全国一体化算力网络吴江算力调度中心,建成国家级制造业创新中心1家、省级制造业创新中心 2家,省级示范智能工厂 智能车间总数领跑全省,有效高新技术企业超 1200家,上市企业33家。

Wujiang, known as the “southern gateway” of Jiangsu Province, is located east of Shanghai, bordered by Taihu Lake to the west, connected to Zhejiang Province in the south, and backed by the main urban area of Suzhou in the north. It covers an area of 1,176 square kilometers with a permanent population of 1.567 million people and a registered population of 0.908 million people. Wujiang District has jurisdiction over seven towns and four sub-districts. It has one national-level development zone, two provinciallevel high-tech zones, and one provincial-level tourist resort. In 2022, Wujiang District achieved a GDP of RMB 233.2 billion, a year-on-year growth of 2.3%; completed a general public budget revenue of RMB 22.6 billion; and registered a per capita disposable income of RMB 67,879 for urban and rural residents, a year-on-year growth of 4.0%. It has consistently ranked first in the country in both the CCID Top 100 Districts, CCID Top 100 Districts with Investment Competitiveness, and High-quality Development Index of China’s Small and Medium-sized Cities.Profound heritage showcases the charm of a water town. Wujiang County was established in 909 AD, upgraded to a city in 1992, and then to a district in 2012, which is renowned throughout the country as the“Land of Fish and Rice” and the “Home of Silk”. The entire area is home to 330 lakes under protection above the provincial level, with the Grand Canal running from north to south and the Taipu River crossing from east to west. It possesses 48-kilometer shorelines of Taihu Lake, with a water area accounting for 24.4% of its total area and a natural wetland protection rate of 71.1%, making it a typical Jiangnan (regions south of the Yangtze River) water town and one of the birthplaces of Wu culture. Wujiang is also home to three national famous historical and cultural towns in China, namely Tongli, Lili, and Zhenze. Tongli’s Retreat and Reflection Garden, the Wujiang section of the Grand Canal, and the ancient towpath are all included in the World Heritage List. Besides, it witnessed the emergence of a multitude of social talents, including Liu Yazi, Fei Xiaotong, Cheng Kaijia, and many others.Cross-regional integration embodies infinite potential. In November 2019, the entire Wujiang was included in the ecological and green integrated development demonstration zone in the Yangtze River Delta, making it the convergence point for the building opportunities of the Science and Technology Innovation Circle around Taihu Lake and the Wusong River Science and Technology Innovation Belt. Wujiang, Qingpu, and Jiashan have focused on integrated institutional innovation and explored the creation of a series of groundbreaking and pioneering institutional innovations. Cases such as“Cross-Border Joint River Chief System”and“Industrial Ecology‘Digital Management’ Empowering High-quality Economic Development”have been selected as Annual Local Cases for China’s Reform. Wujiang has seen the construction of the pilot start-up development zone, water town reception hall, and Suzhou South Railway Station high-speed rail new city in full swing, the construction of the Shanghai–Suzhou–Huzhou high-speed railway, Nantong-Suzhou-JiaxingNingbo high-speed railway, and Shanghai-SuzhouJiaxing intercity railway progressing rapidly, and the successful connection of previously disconnected provincial road, Yuandang Road. In addition, it has made efforts to speed up joint contributions and sharing in infrastructure, people’s well-being, and social governance and explore the achievement of “borderless” integrated development.
Diverse industries converge to generate strong momentum. Wujiang has continued to develop and strengthen its real economy and accelerated its transformation into an industrial innovation cluster. It boasts four industries worth RMB 100 billion, namely electronic information, high-end textile, equipment manufacturing, and new materials. Additionally, the digital economy, innovation economy, headquarters economy, service economy, and lake area economy have become new growth drivers for Wujiang. It leads the province in terms of the private economy, with Hengli and Shenghong ranking 123rd and 222nd respectively on the list of Fortune Global 500. In addition, six enterprises from Wujiang have been listed among China’s Top 500 Private Enterprises. Wujiang has made every effort to build a nationallevel Industrial Internet Innovation Demonstration Base and the Wujiang Computing Dispatch Center of the National Integrated Computing Network of the “Channeling Computing Resources from East to West” Project. It has also established a national-level manufacturing innovation center and two provinciallevel manufacturing innovation centers, with the total number of provincial-level demonstration smart factories and smart workshops exceeding that of any other city in the province. On top of that, the whole district houses more than 1,200 effective high-tech enterprises and 33 listed enterprises.
Urban-rural integration brings forth a burst of vibrant living. Wujiang has steadily promoted industry-city integration, with the convergence of high-quality resources such as the Soochow University Future Campus, Suzhou Bay Cultural Center, Suzhou Bay Sports Center, and BOE Hospital. The cohesion of Taihu New Town continues to increase, and Huagang Bay strives to build a new engine for innovative function agglomeration, endowing the “new future city center” with limitless potential. It has led the rural revitalization with the brand “Jiangcun” to build a model of the “most Jiangnan” Land of Fish and Rice in the new era. Besides, it has deepened the integration of agriculture, culture, and tourism around the Changyang Lake, Yuandang Lake, and Chenghu Lake areas. Currently, there are three nationallevel beautiful leisure villages and 15 provincial-level characteristic rural areas in Wujiang. Furthermore, it has accelerated the building of a beautiful Wujiang, created a water town with a high-quality living environment, and vigorously promoted the enhancement of ecological quality, thus earning the title of National Ecological Civilization Construction Demonstration Zone.
Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Wujiang has fully implemented the spirit of the 20th Communist Party of China (CPC) National Congress and the deployments and requirements of the CPC Central Committee, the CPC Jiangsu Provincial Committee, and the CPC Suzhou Municipal Committee.
